Willmar Area Arts Council: Request for Qualifications for Public Art Project

The Willmar Area Arts Council is planning a public art project that involves traffic signal boxes.  Though they put out a Request for Qualifications late last summer, they received little response.  After talking with artists they thought would be excited by the project, they found that the thought of standing outside on a busy street corner painting the box did not appeal.  Willmar Area Arts Council has rethought the project and decided to put vinyl wraps on the boxes instead of having artists paint directly on them.  They are looking for artists eager to create the artwork from which they will create the wraps.

There are nine traffic signals on Hwy 71/First St – from the Minn West Campus to 28th Ave S.  On one of the corners by each of these signals, there is a large metal box where the artwork will go.  Willmar Area Arts Council will be using Laura Welle Memorial Funds to subsidize the project so, with Alan Welle’s permission, they plan to use her artwork on one of the boxes.   That leaves eight available boxes.

Willmar Area Arts Council is accepting resumes with 3 – 5 images of your work. Submission deadline is April 15, 2016.  Please submit this by email to   A committee of Willmar Area Arts Council board members and representatives of the Willmar Public Works Department will review the information and select ten to twelve artists to submit a detailed drawing of your proposed art.  They will pay each of these artists $200 for this work.  This drawing will need to be submitted by June 1, 2016.   From these submissions the same committee will select eight artists.  Willmar Area Arts Council will then apply for a Legacy Grant from the SW MN Arts Council.  When/if they receive that grant, they will commission the work and pay each artist $750 to create the artwork.  More details will be made available to the chosen artists in each phase.
